Subject:                      Resolution authorizing a Consent to Assignment of Lease among Ronn Walker Aviation Services, Tropical Helicopter, and the City of Leesburg

Staff Recommendation:

Staff recommends approval of the Consent to Assignment of Lease at Leesburg International Airport

Analysis:

Mr. Ronn Walker owns the hangar at 32746 Echo Drive and operates a helicopter training school, Tropical Helicopter, Inc., from this site.  Mr. Walker wishes to sell the hangar and have the remainder of the lease assigned to Mr. Adam Callow.  Mr. Callow plans to continue to offer helicopter flight training from the facility.

The original lease for this site between the City of Leesburg and Florida Crushed Stone Company was approved on November 14, 1983.  Mr. Walker purchased the hangar in 2005 and the lease was assigned to him.  The original term of the lease was 25 years with a 5-year option.   The extension option was exercised by Mr. Walker on June 6, 2007; therefore, the expiration date of the lease is November 13, 2013.  The monthly lease payment at this time is $80.37 per month plus applicable taxes.

The Airport Advisory Board reviewed this Agreement at the June 20, 2007 meeting and recommended approval.

Options:

1.  Approve the Consent to Assignment of Lease; or

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

Approval of this Agreement will have no fiscal impact on the City of Leesburg.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A CONSENT TO ASSIGNMENT OF LEASE AMONG THE CITY OF LEESBURG, RONN WALKER AVIATION SERVICES, INC. D/B/A TROPICAL HELICOPTER AND TROPICAL HELICOPTER, LLC AT LEESBURG INTERNATIONAL  AIRPORT; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute a Consent to Assignment of Lease agreement among the City of Leesburg,  Ronn Walker Aviation Services, Inc. d/b/a Tropical Helicopter whose address is 20610 Bill Collins Road Eustis, Florida 32736 and Tropical Helicopter, LLC. whose address is 32746 Echo Drive Leesburg, Florida, 34788, for property at Leesburg International Airport.

 THAT this resolution shall become effective immediately.
