Subject:                      Resolution authorizing execution of an Interlocal agreement with Lake County, Florida for usage of Library Impact Fees.

Staff Recommendation:

Staff recommends the approval of an Interlocal Agreement with Lake County for the purchase of computers, color printers and equipment for wireless connectivity for the Leesburg Public Library and to use Library Impact Fees to fund the purchase.

Analysis:

The City of Leesburg applied for, and was approved to receive, up to $28,000 for the purchase of printers, computers and wireless antennae to complete the public access for the new facility.  The County will make the actual purchases in keeping with the specifications required by the County network system and will install the equipment when it arrives.  This equipment must be used for public access rather than for staff and is in keeping with the County’s library impact fee policy (LLC-7).  The Leesburg Library is eligible for these funds since becoming a member of the Lake County Library System in October 20, 2004.

Options:

1.  Approve  the Interlocal Agreement or,

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

There will be no negative fiscal impact on the City, but rather a positive one of additional equipment providing new resources to the citizens of Leesburg and users of the public library.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN INTERLOCAL AGREEMENT WITH LAKE COUNTY, FLORIDA FOR USAGE OF LIBRARY IMPACT FEES; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with Lake County Library System, whose address is P. O. Box 7800, Tavares, FL 32778, for the use of library impact fee money to purchase public access computers, three color printers and equipment for wireless connectivity for the Leesburg Public Library.

 THAT this resolution shall become effective immediately.
