The Planning staff recommends approval of the proposed amendment to the City’s adopted Comprehensive Plan Future Land Use Map which changes the Future Land Use classification from County Rural to City Estate Residential. The Planning Commission held a hearing on this request September 7, 2006. (The applicant requested City Low Density Residential.)
The project site is approximately 667 acres. The general location is west of CR 33, south of the Turnpike. The project site is larger than ten (10.0) acres and is, therefore, considered a large-scale comprehensive land use plan amendment under state statutes. The City will notify the Florida Department of Community Affairs of the plan amendment and the Department will review the project site area to confirm that it is larger than ten (10) acres.
The project site is currently undeveloped and the surrounding Future Land Use Map designations are:
North – County Rural
South – County Rural
East – County Rural
West – County Rural
The Land Use for the property is currently County Rural. The Annexation Agreement will require future rezoning to Planned Unit Development (PUD) by the developer, which will be consistent with the City’s adopted Comprehensive Plan.
The existing land uses surrounding the property are:
North – undeveloped
South – undeveloped
East – undeveloped
West – undeveloped
Presently, as referenced above, the site is undeveloped. The proposed use of the site is for residential development.
Water and sewer is available at the intersection of CR 33 and CR 48/470 and will be extended by the developer to this site.
July 9, 2007
This site was included in the Florida Department of Community Affairs objections concerning: Site Suitability (wetlands) - the recommendation has been revised to include Conservation Land Use designation for wetlands, as shown on the wetlands map; Water Resource Planning – information has been provided by the Environmental Services Director; Transportation – a Traffic Analysis has been provided; Demonstrated need (show need for additional housing units) – density calculations have been compiled and provided with the population projections contained in the City’s Comprehensive Plan; and, Urban Sprawl – a series of maps has been prepared to address this objection.
1. To approve or disapprove the proposed City Future Land Use Map amendment designating the site as City Estate Residential and Conservation.
2. Such alternative action as the Commission may deem appropriate.
This large-scale comprehensive plan amendment will have no direct fiscal impact on the City of Leesburg.
