Subject:                      Resolution authorizing a Grant Agreement with FAA for construction of Phase I of the Runway 13/31 Extension Project

 

 

Staff Recommendation:

 

Staff recommends acceptance of the Grant Agreement with FAA..

 

Analysis:

 

The U.S. Department of Transportation – Federal Aviation Administration has submitted to the City of Leesburg a Grant Agreement for  $2,882,304.00 for construction of Phase I of the Runway 13/31 extension project.  Phase I will consist of the following:

 

1.      300’ extension on Runway 13 end.

2.      Associated parallel extension of Taxiway Alpha (“A”).

3.      A Run-Up area (where pilots conduct flight checks before departure).

4.      An overrun safety area that will be 500 feet wide x 1,000 feet long.

 

The project has been bid.  Hewitt Contracting Company was the low bid at $2,446,189.87, which will cover actual construction costs. Other costs to be factored into the total project cost are those to mitigate the impacted wetlands, administrative costs, and inspection costs. The number of acres/square feet of affected or impacted wetlands is known at this time but the mitigation ratio has not yet been established by SJRWMD.  Therefore, the total project cost is not known at this time and will not be known for approximately 3-4 weeks.  Agreements for additional funding from FAA and FDOT will be brought before the Commission once the final project cost is determined.

 

The funding breakdown for the project will be as follows:

 

FAA (Federal)                           95.0%

FDOT (State)                              2.5%

City                                             2.5%

 

Phase II of this project will be a 1,000 foot extension at the R-31 end, with a 500’ wide x 200’ Overrun Safety Area.  Phase III of this project will be the extension and relocation of Taxiway Alpha (A).  Funding for these phases of the project will be obtained from FAA and FDOT at a later date.

 

Options:

1.  Accept the Grant Agreement from FAA

2.  Such alternative action as the Commission may deem appropriate

 

Fiscal Impact

 

This project is included in the Capital Improvement Plan for the airport.  Funding of $2,446,189.87is included in the FY 06/07 airport budget for this project.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A GRANT AGREEMENT WITH THE FEDERAL AVIATION ADMINISTRATION FOR FUNDING FOR THE CONSTRUCTION OF THE RUNWAY 13/31 EXTENSION AND PARTIAL TAXIWAY A - PHASE I CONSTRUCTION PROJECT AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute a Grant Agreement with the Federal Aviation Administration whose address is Orlando Airport District Office, 5950 Hazeltine National Dr., Suite 400, Orlando, Florida 32822-5003, for construction of the Runway 13/31 Extension and partial Taxiway A – Phase I construction project at Leesburg International Airport.

 

             THAT this resolution shall become effective immediately.

 

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the _13th____ day of _August____ 2007.
