Subject: Resolution authorizing execution of Task Order 20 with Boyle Engineering, Inc. for design of disinfection system improvements.
Staff Recommendation:
Staff recommends execution of Task Order 20 with Boyle Engineering, Inc. for $228,996.00.
Analysis:
The city is requesting the engineer to design and assist in the permitting of the conversion of the chlorine disinfection systems from chlorine gas to liquid chlorine at four of our potable water treatment plants. The four plants to be converted are the Airport WTP, Mall WTP, Main WTP, and Plantation WTP.
The chlorination systems at each of the existing water treatment plants are currently enclosed in structures. The City is requesting, wherever possible, the structures be utilized or modified for the new chlorination systems.
The City is converting to the use of liquid chlorine because of the dangers associated with using chlorine gas. Chlorine gas not only poses a safety risk to city employees but also to residents and business located around these water treatment plants. Liquid chlorine is more expensive to use than chlorine gas; however the cost will be offset by the reduction in risk to employees and citizens. Currently there is a 3 mile kill zone around the main water plant if there were to be an incident involving the chlorine gas. Liquid chlorine by its nature can be contained to the site and not threaten the surrounding area.
The City is currently operating several water treatment plants using liquid chlorine. The improvements to the sites previously listed will bring their operation in line with how the other plants already on liquid chlorine are operated.
Execution of Task Order 20 will authorize Boyle Engineering, Inc. to design the chlorination improvements, prepare construction bid documents, and prepare permit applications. This work, if approved, will be performed under the existing continuing services agreement for engineering services between the City and Boyle Engineering.
Options:
1. Approve execution of Task Order 20 to Boyle Engineering, Inc.; or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
The Airport WTP, Mall WTP, Main WTP totaling $164,255 are funded by Impact fees and the Plantation WTP is funded with BAN proceeds of $64,741.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE TASK ORDER 20 WITH BOYLE ENGINEERING, INC. FOR ENGINEERING SERVICES FOR THE DESIGN OF DISINFECTION SYSTEM IMPROVEMENTS FOR FOUR OF THE CITY'S POTABLE WATER TREATMENT PLANTS; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with BOYLE ENGINEERING, INC. whose address is 320 East South Street, Orlando, Florida 32801 for engineering services in the design of water treatment plant disinfection system improvements.
THAT this resolution shall become effective immediately.
