Subject:                      Resolution authorizing execution of Task Order 28 with Boyle Engineering, Inc. for permit renewal and re-rate evaluation at the Turnpike Water Reclamation Facility.

Staff Recommendation:

Staff recommends execution of Task Order 28 with Boyle Engineering, Inc. for $228,731.

Analysis:

The City is requesting Boyle Engineering, Inc. to assist with the permit renewal and capacity re-rating evaluation for the Turnpike Water Reclamation Facility.  The Turnpike permit with the Florida Department of Environmental Protection expires July 27, 2008.

The engineer will complete all work necessary to obtain information required to complete the permit application.

Execution of Task Order 28 will authorize Boyle Engineering, Inc. to complete the scope of work necessary to apply for the permit renewal.  The work, if approved, will be performed under the existing continuing services agreement for engineering services between the city and Boyle Engineering, Inc.

Options:

1.  Approve execution of Task Order 28 to Boyle Engineering, Inc.; or

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

This project will take approximately 12 months to complete.  Expenses will be incurred in the current fiscal year and the next fiscal year.  Funds are available to cover the costs estimated to be incurred this fiscal year.  If additional funds are needed this fiscal year, they will be transferred from other line item accounts.  Funds have been included in the proposed 2008 budget for the expenses that will occur next fiscal year.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE  TASK ORDER 28 WITH BOYLE ENGINEERING, INC. FOR ENGINEERING SERVICES RELATED TO THE TURNPIKE WATER RECLAMATION FACILITY PERMIT RENEWAL AND RE-RATE EVALUATION; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement  with BOYLE ENGINEERING, INC. whose address is 320 East South Street, Orlando, Florida 32801 for engineering services related to the City’s Turnpike Water Reclamation Facility permitting and re-rate evaluation.

 THAT this resolution shall become effective immediately.
