Subject: Resolution authorizing Change Order No. 1 to Shoemaker Construction for construction of Red Raider Road
Staff Recommendation:
Staff recommends approval of Change Order No. 1 to the Shoemaker Construction contract for construction of Red Raider Road.
Analysis:
Red Raider Road is the connection between Griffin Road, the entrance to the new gymnasium and the eastern entrance to Carver Middle School. This change order also provides a sidewalk between Griffin Road and the entrance to the gymnasium. The route for the roadway is along the old railroad right of way recently acquired by the City for Rails to Trails. The alignment of the roadway will allow for future construction of a trail within the corridor.
The total amount of the Change Order is $123,842.00. $60,307.00 of that amount is for the sidewalk and that portion of the roadway between Griffin and the gymnasium entrance. An additional $21,432.00 is for removal and disposal of unsuitable material from the old railroad bed in the vicinity of the roadway. The remaining $42,103.00 is for the extension of the roadway to the existing eastern entrance into Carver Middle School. This portion of the cost is expected to be reimbursed by the School Board.
This is Change Order No. 1 to the contract. The original contract value was $2,529,400.00. This Change Order will increase the contract value to $2,653,242.00 and will extend the contract time by 21 days to June 7, 2008 for substantial completion. The contractor has been directed in writing that construction of the roadway may not proceed until this Change Order is approved.
After discussion with the Principal of Carver Middle, there will not be a sidewalk connection between the eastern entrance of the school and Griffin Road. The eastern entrance of the school is intended to be used for student drop-off and pickup traffic only and not for pedestrian use. This is because of safety concerns for the children who may be walking and because of the internal configuration of traffic patterns within the school property. Students who walk to school will still use the western entrance to the school. There is an existing sidewalk on Griffin and Beecher to serve these students.
Options:
1. Approve the change order as submitted, or;
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
Funding for this change order is available from project funds committed to the gymnasium project. $42,103.00 of the cost is reimbursable to the City by the School Board.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE CHANGE ORDER NO. 1 TO THE SHOEMAKER CONSTRUCTION CONTRACT FOR THE CONSTRUCTION OF RED RAIDER ROAD; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute Change Order No. 1 to the contract with Shoemaker Construction Company, Inc. whose address is P.O. Box 1885, Sanford, Florida, for the construction of Red Raider Road.
THAT this resolution shall become effective immediately.
