Subject:                      Resolution authorizing Task Order 25 with Boyle Engineering, Inc. for professional services for the Lake Harris Water Quality Improvement Project at Venetian Gardens

Staff Recommendation:

Staff recommends execution of Boyle Engineering, Inc. Task Order #25 for  $for $63,621.00 for professional services including final design, permitting, survey, construction oversight and progress reports to St. Johns River Water Management District (SJRWMD) and the Florida Department (FDEP) of Environmental Protection associated with this project.

Analysis:

This is a drainage basin project which discharges storm water through the Venetian Gardens canals to Lake Harris.  This project will reduce sediment, leaf litter, floating plastic, and nutrients that are currently discharged directly into Lake Harris, thereby improving the quality of the water that flows into Lake Harris.

Boyle Engineering will prepare final design plans for the Lake Harris Water Quality Improvement Project at Venetian Gardens.  This assignment will include final design of stormwater infrastructure including: pipes, manholes, baffle box, a new outfall to the Venetian Gardens Canals; preparation of specifications and bid packages; and preparation of permit applications for the FDOT and SJRWMD, if required.

Boyle Engineering worked diligently with City staff to identify and obtain matching grant funding for the construction of this project.  Grant funding agreements with SJRWMD (Contract #SK469AA - $44,244.00) and FDEP (Contract #G0210 - $72,366.00) were approved by Commission in March 2007.  The cost for task order #25 will be part of the City’s matching funds for this project.

Options:

1.  Approve execution of Task Order 25 to Boyle Engineering, Inc.; or

2.  Such alternative action as the Commission may deem appropriate

Funds are available for this project in the account and project listed.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE TASK ORDER NO. 25 TO THE  CONTRACT WITH BOYLE ENGINEERING CORP. FOR PROFESSIONAL SERVICES FOR LAKE HARRIS WATER QUALITY IMPROVEMENT PROJECT AT VENETIAN GARDENS; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute Task Order No. 25 to the contract  with Boyle Engineering Corp. whose address is 320 East South Street, Orlando, FL 32801, for professional services.

 THAT this resolution shall become effective immediately.
