Subject: Resolution authorizing an agreement with Triangle Aviation for rental and management services of 29 hard surface tie downs at the Leesburg International Airport
Staff Recommendation:
Staff recommends execution of the agreement with Triangle Aviation providing $2,400.00 per month in revenue to the City.
Analysis:
The purpose of this bid is award the rental and management rights to 29 hard surface tie downs to a single Fixed Base Operator (FBO) at the Leesburg International Airport. The term of the agreement will be two years.
A total of 29 tie downs are available for rental on a month to month basis. Previously the sole FBO, Sunair Aviation managed these tie downs. The current agreement between Sunair Aviation and the City has expired. With the recent addition of a second FBO operation, Triangle Aviation, the City decided to accept bids from the two FBO’s for the right to manage all 29 tie downs. The successful FBO retains all fees they collect in the rental of the tie downs in exchange for a monthly fee paid to the City for the rental and management rights. A single FBO will be awarded management rights to all 29 spaces. The spaces will not be split between the two FBO’s.
On August 28, 2007 the Purchasing Division received sealed responses from both Sunair Aviation and Triangle Aviation. The FBO’s offered to pay the City the following monthly amounts for the 29 hard surface tie downs.
Sunair Aviation $ 900.00 per month
Triangle Aviation $2,400.00 per month
The space numbers to be managed by Triangle Aviation under this agreement are spaces 1, 2, 3, 4, 7, 8, 10, 12, 13, 14, 15, 18, 30, 31, 32, 33, 49, 62, 63, 64, 65, 66, 67, 68, 69, 70, 71, 72, and 73. Each FBO has been give 8 tie downs at no charge to use in their operations. They can use them for their own aircraft or use them as they see fit to benefit their operation.
Options:
1. Execute the agreement with Triangle Aviation; or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
There will be a positive fiscal impact to the City. Triangle Aviation will pay the City $2,400.00 per month yielding an annual amount of $28,800.00 or a total of $57,600.00 over the full term of the two year agreement.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH TRIANGLE AVIATION, INC. FOR SERVICES IN THE RENTAL AND MANAGEMENT OF 29 HARD SURFACE TIE DOWNS AT THE LEESBURG INTERNATIONAL AIRPORT PURSUANT TO BID 70341; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with LAWTON & FISCHER, L.L.C. d/b/a TRIANGLE AVIATION, whose address is 8900 Airport Boulevard, Leesburg, FL 34788 for the rights to manage and rent 29 hard surface tie downs at the Leesburg International Airport pursuant to bid number 70421.
THAT this resolution shall become effective immediately.
PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the __24th___ day of __September_______ 2007.
