Subject: Resolution authorizing Amendment No. 1 to Jones, Edmunds, Inc. contract for design and permitting services associated with utility relocations
Staff Recommendation:
Staff recommends approval of Amendment No. 1 for $78, 410.00
Analysis:
Jones, Edmunds & Associates, Inc. (Jones, Edmunds) is one of the City’s continuing services consultants for Environmental Services and Electric. The City previously contracted with Jones, Edmunds. for preliminary design services associated with the utility relocations necessary for the FDOT Perkins to Griffin roadway widening project for US 27/US 441. The original contract, dated December 20, 2006 provided for production of a preliminary design report for water, wastewater, and electric utilities throughout this corridor. The electric portion of this contract has been completed and the Electric Department will proceed with that portion of the design separately. The water and wastewater evaluation has been completed and reviewed in detail with City staff.
As originally scoped, staff anticipated the wastewater system would require substantial evaluation and design effort; as the consultant’s work proceeded and after considerable discussion with City staff, it became apparent the wastewater evaluation would not be required and the existing wastewater system need only be protected during construction and did not require relocation, only rehab work after the FDOT project is completed. However, the water distribution system required substantial relocation to resolve numerous conflicts with the FDOT project. The water system evaluation also revealed there are numerous restrictions and improperly sized pipes in that portion of the network that have an adverse impact on flow and pressures and which require replacement and correction as part of the relocation activity. The preliminary design report summarizes the findings, options, and recommendations.
Jones, Edmunds has recommended, and City staff concurs, that Jones, Edmunds forgo any further wastewater system work on this project and proceed directly to design and permitting of the water system. The attachment provides a summary of the costs associated with the design and permitting of the water system. Jones, Edmunds has proposed, and City staff concurs, that the unused portion of their contract originally dedicated to wastewater work be redirected to the water design and permitting. This will reduce the additional fees required to a net increase of $78,410.00. The details of the existing scope of work, fees and proposed changes are detailed in the attachment. Approval of Amendment No. 1 will bring the total contract value to $469, 320.00.
Options:
1. Approve Amendment No. 1 for $78,410.00 and authorize transfer of unused wastewater design fees to the water design, or;
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
Funding of $350,000 for the design and permitting was provided through the recent 2007 bond issue.. Sufficient funds are available from that source to fund this amendment.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AMENDMENT NO. 1 TO THE SCOPE OF SERVICES FOR JONES, EDMUNDS, INC. RELATING TO DESIGN AND PERMITTING SERVICES FOR UTILITY RELOCATIONS FROM PERKINS STREET TO GRIFFIN ROAD ALONG U.S. 441; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with Jones, Edmunds and Associates, Inc. whose address is 1100 Cesery Boulevard, Jacksonville, FL 32211, for Amendment No. 1 for design and permitting services for $78,410.00.
THAT this resolution shall become effective immediately.
