Subject:                      Resolution authorizing an agreement with Saulnier Enterprises for maintenance and repair of the non-directional beacon at Leesburg International Airport.

Staff Recommendation:

Staff recommends approval of the agreement with Saulnier Enterprises, Inc. d/b/a Signal Connections.

Analysis:

The Non-Directional Beacon (NDB) at Leesburg International Airport is a navigational aid, and is also used when pilots make non-precision instrument approaches to land on Runway – 31 during periods of inclement weather.  It is critical that the NDB be maintained properly and be licensed annually.  If the NDB fails, notification must be made to the Federal Aviation Administration in Atlanta, Georgia and a NOTAM (Notice to Airman) issued on a timely basis to alert pilots.

This contract represents the sixth year that the City has retained Saulnier Enterprises, Inc. to maintain and license the NDB.  Mr. Saulnier maintains the proper amount of insurance,is licensed by the FCC to perform this type of work and is responsive to the airport’s needs.

This contract will become effective October 1, 2007 and continue through September 30, 2008.  Cost of this contract service is $4,200.00 annually.  There has been no increase in the contract cost during the last three years.

Options:

1.  Approve the agreement with Saulnier Enterprises, Inc. d/b/a Signal Connections

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

The cost associated with the standard service and repairs section in this contract is $4,200.00 annually.    These funds are budgeted for FY 07/08.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH SAULNIER ENTERPRISES, INC. D/B/A SIGNAL CONNECTIONS TO PROVIDE MAINTENANCE AND REPAIR OF THE NON-DIRECTIONAL BEACON AT LEESBURG INTERNATIONAL AIRPORT ; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement  with Saulnier Enterprises, Inc. d/b/a/ Signal Connections whose address is 10760 S.E. Jupiter Narrows, Hobe Sound, Florida 33455, for maintenance and repair of the non-directional beacon at Leesburg International Airport.  A copy of the contract is attached.

 THAT this resolution shall become effective immediately.
