Subject:                      Resolution authorizing a Consent to Sublease among the City of Leesburg, C-Wings, Inc. and Lake County Aircraft Maintenance, LLC.

Staff Recommendation:

Staff recommends approval of the Consent to Sublease agreement.

Analysis:

Mr. Gregg Cubbage, (C-Wings, Inc.) owns the hangar at 32720 Echo Drive at Leesburg International Airport. For many years, this location was the site for aircraft power plant and airframe maintenance.  However, little or no maintenance has been performed at this site for two to three  years.  Mr. Peter Stepheny, d/b/a Lake County Aircraft Maintenance, LLC has signed a sublease with Mr. Cubbage to use the facility to perform aircraft maintenance and engine repair in the hangar.  Engine repair will consist of Level I maintenance (maintenance involving a low level of solvents to clean engine parts).

Parties to the sublease have agreed to all stipulations of the original lease with the City of Leesburg.  They have also agreed to have the City of Leesburg Fire Marshall inspect the site to assure compliance with any and all fire regulations. 

This agreement was reviewed by the Airport Advisory Board at their October 10, 2007 meeting and was recommended for approval.

Options:

1.  Approve the Consent to Sublease agreement

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

Approval of this agreement will have no fiscal impact on the City of Leesburg.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A CONSENT TO SUBLEASE AGREEMENT AMONG THE CITY OF LEESBURG, C-WINGS, INC. AND LAKE COUNTY AIRCRAFT MAINTENANCE, LLC. FOR SPACE AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute a Consent to Sublease agreement among the City of Leesburg, C-Wings, Inc. whose address is 32720 Echo Drive Leesburg, Florida 34788 and Lake County Aircraft Maintenance, LLC. whose address is 18201 Demko Road, Altoona, Florida 32702 for space at Leesburg International Airport.

 THAT this resolution shall become effective immediately.
