Subject: Resolution authorizing  an Interlocal Agreement with  Lake County  relating to provision of library services.

Staff Recommendation:

Staff recommends approval of  this Interlocal agreement, which is basically unchanged from the original agreement with the County in 2002 with the exception of the amount of reimbursement.

Analysis:

The Leesburg Public Library has been a member of the Lake County Library System since 2002  which has proven to be a beneficial arrangement for the citizens of our community.  As part of the agreement, the County provides the computer network with connections and servers for the ILS (Integrated Library System) which handles the automated circulation and catalog system.  In addition, they provide courier services among the 13 libraries for intra-library loans to get requested materials to patrons quickly and efficiently.  Lake County provides an annual appropriation to member libraries to cover the extended service area created by the agreement.  Leesburg Public Library is the largest of the member libraries and, therefore, receives the largest appropriation.  This amount has grown annually  because of the increase in services provided by the City.

Options:

1.  Approve  the Interlocal Agreement with the Lake County Library System.

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

The allocation from Lake County to the City for FY 07/08 will be $415,840, which is an increase  of $104,840 over the previous year amount of $311,000.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN INTERLOCAL AGREEMENT BETWEEN LAKE COUNTY AND CITY OF LEESBURG RELATING TO PROVISION OF LIBRARY SERVICES; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement  with Lake County Library  System , whose address is P. O. Box 7800, Tavares, Florida 34778-7800, for the provision of library services.

 THAT this resolution shall become effective immediately.
