Subject:                      Resolution approving Supplemental Agreement No. 3 with  the Federal Aviation Administration  related to the Automated Surface Observing System (ASOS) at Leesburg International Airport

Staff Recommendation:

Staff recommends approval of Supplemental Agreement No. 3 with the Federal Aviation Administration regarding the back-up power supply for the ASOS at Leesburg International Airport.

Analysis:

The Federal Aviation Administration owns an Automated Surface Observing System (weather system also known as ASOS) at Leesburg International Airport.  The system is part of the National Weather Service system.  Congress has mandated the system be equipped with a generator as a back-up power supply.  The purpose of Supplemental Agreement No. 3 is to allow the Federal Government or its contractor access to the electrical vault to install a backup generator for the ASOS.

Please note  the ASOS at Leesburg International Airport is already hard wired to the City’s emergency backup generator.  This was completed when the system was relocated from the old Continental Jet Port building, at the west end of the airport, to the electrical vault on Echo Drive.  Therefore, it may not be necessary to install an additional backup generator.  However, staff recommends this agreement be approved in the event the Federal Government wishes to provide its own emergency power back up source.

Options:

1. Approve Supplemental Agreement No. 3 with the Department of Transportation, Federal Aviation Administration

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

Approval of this agreement will have no fiscal impact on the City of Leesburg.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE SUPPLEMENTAL AGREEMENT NO. 3 WITH  THE DEPARTMENT OF TRANSPORTATION, FEDERAL AVIATION ADMINISTRATION PROVIDING APPROVAL FOR ACCESS TO THE AUTOMATED SURFACE OBSERVING SYSTEM (ASOS) AT LEESBURG INTERNATIONAL AIRPORT FOR THE INSTALLATION OF A STANDBY POWER SOURCE; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute a Supplemental Agreement No. 3  with the Department of Transportation, Federal Aviation Administration whose address is Southern Region, PO Box 20636, College Park, Georgia 30320 for providing access to the ASOS at Leesburg International Airport for the installation of a standby power source.

 THAT this resolution shall become effective immediately.

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the _13th____ day of _November___ 2007.
