AGENDA MEMORANDUM

MEETING DATE:   November 26, 2007

FROM:                       Bill Wiley, AICP, Interim Community Development Director

SUBJECT:                  Ordinance for Small Scale Comprehensive Plan Amendment for Parkwood Construction Co., Inc.

Staff Recommendation:

The Planning staff and Planning Commission recommend approval of the proposed small-scale comprehensive plan amendment to the City’s adopted Growth Management Plan.

Analysis

The project site is approximately 2.11 acres. The property is generally located on the south side of South Street, west of Holiday Lane. The project site is ten  or less acres and is, therefore, considered a small-scale comprehensive land use plan amendment. The City will notify the Florida Department of Community Affairs of the plan amendment and the Department will review the project site area to confirm that it is ten acres or less. At that time, the Department will determine that it is a local issue and not subject to Department review.

Currently, the property is undeveloped and the proposed use is offices and beauty salon development. The surrounding City Future Land Use Map designations are to the north and south City High Density Residential, to the east City Low Density and west County Urban. The existing Land Use designation for the property is City High Density. The proposed future land use designation of City General Commercial is consistent with the City’s adopted Growth Management Plan and would allow for the expansion of an existing business.

The Planning Commission held a public hearing on the application on October 18, 2007 and by a vote of 6 to 0, recommended approval.

Options

1.         Approve the requested small scale comprehensive plan amendment to City General Commercial.

2.         Other such action as the Commission may deem appropriate.

Fiscal Impact

There is no fiscal impact to the City.
