Subject: Resolution Authorizing an Agreement with Online Utility Exchange for Credit Checks on New Utility Customers

Staff Recommendation:

Staff recommends approval of the agreement with Online Utility Exchange for credit checks on new residential utility customers for $90.00 per month plus the search fee of $2.70 per search.

Analysis:

The City Commission has authorized staff to allow new residential utility customers to consent to a telephone credit check at the applicant’s expense. Currently, staff allows the new residential utility customer to provide the city with a letter of good standing from another utility company or pay the required deposit amount. This new procedure will allow an additional option for our new residential utility customers.

Options:

1. Approve the agreement with Online Utility Exchange; or

2. Such alternative action as the Commission may deem appropriate

Fiscal Impact:

The cost of this service to the city is $90.00 per month for the monthly web access fee and $2.70 per search. As per the information presented when the Commission approved ordinance 07-90 allowing for personal credit checks, the fee to be charged the customer will be determined [j1] after a three-month information gathering period. It is intended for this service to be revenue neutral.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH ONLINE INFORMATION SERVICES, INC. DBA ONLINE UTILITY EXCHANGE TO PROVIDE CREDIT CHECKS FOR NEW RESIDENTIAL UTILITY CUSTOMERS; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

THAT the Mayor and City Clerk are hereby authorized to execute an agreement with Online Information Services, Inc. d/b/a Online Utility Exchange whose address is 202 W. Fire Tower Road, Winterville, NC 28590, to provide credit checks on new residential utility customers.

THAT this resolution shall become effective immediately.

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the __17th___ day of __December__ 2007.
