Subject:                      Resolution authorizing an agreement with Jones Edmunds & Associates, Inc. for professional services associated with Whispering Pines Stormwater Basin.

Staff Recommendation:

Staff recommends approval of the agreement to include observation and administration services during construction of the Lee Street Pond and Canal Street Pond drainage improvements associated with the Whispering Pines Stormwater Basin.

Analysis:

The Whispering Pines Stormwater Basin project was initiated to reduce localized flooding and improve water quality associated with total maximum daily loads entering Lake Griffin.  Jones Edmunds & Associates, Inc. completed the design for both stormwater ponds and associated piping.  This agreement will allow for bid-phase services, construction administration and observation.  This project is associated with the Florida Department of Environmental Protection and Lake County Water Authority Stormwater Grants previously approved by Commission.

Options:

1.  Approve the agreement with Jones Edmunds & Associates, Inc., or

2.  Such alternative action as the Commission may deem appropriate.

Fiscal Impact: 

The agreement with Jones Edmunds & Associates is a lump sum fee of $74,600.00 to be invoiced on a monthly basis.  The project is budgeted in the current fiscal year and funds are available.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH JONES EDMUNDS & ASSOCIATES, INC. FOR OBSERVATION AND ADMINISTRATION SERVICES DURING CONSTRUCTION OF LEE STREET POND AND CANAL STREET POND DRAINAGE IMPROVEMENTS ASSOCIATED WITH WHISPERING PINES STORMWATER BASIN; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with Jones Edmunds & Associates, Inc., whose address is 730 N.E. Waldo Rd., Gainesville, FL 32641, for professional services associated with Whispering Pines Stormwater Basin.

 THAT this resolution shall become effective immediately.
