Staff recommends approval of the contract with Superior Asphalt of Central Florida to install a water main extension on Haywood Worm Farm Road.
Water system master planning indicated a need for water line extensions to supplement the water supply to Arlington Ridge subdivision. The master planning work was supplemented by additional engineering and flow demand analyses to provide for design and permitting, which has been completed. Installation of this line segment is required for adequate flow and pressure to Arlington Ridge subdivision.
The contractor has a current agreement for contractor services, approved by City Commission on December 11, 2006. Staff requested preparation of a pricing proposal for installation of 3,394 lineal feet of water main as designed and permitted. The cost of the 10” water main extension is $238,275.00. The contractor has offered a deduct of $13,500 for city-furnished materials, making the final total $224,775. This deduct will save the city approximately $9,000 in material costs for this project. Staff and the City’s engineers have reviewed the site and have coordinated with the contractor to ensure that there are no constructability issues; in staff opinion, there is no need for a contingency amount under this authorization.
Included for reference only, is an 8” water main extension through Rogers Industrial Park that will connect to this new water main segment. This 8” segment was designed by others and will be constructed by others, but was permitted under a single FDEP permit for the convenience of the City. The third party cooperated with the City in this regard; the City has incurred no costs associated with the design of the 8” main. The 8” main will provide potable water service throughout Rogers Industrial Park (including the City’s Fire Station), as well as improved fire protection.
1. Approve the pricing proposal in the total amount of $224,775.00, or;
2. Such alternative action as the Commission may deem appropriate
Funding for this and other associated water supply projects was included in the 2007 bond issue in a total amount of $625,000. That amount remains available for this first segment of those projects.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT FOR CONTRACTOR SERVICES WITH SUPERIOR ASPHALT OF CENTRAL FLORIDA, INC. FOR INSTALLATION OF A WATER MAIN EXTENSION ON HAYWOOD WORM FARM ROAD; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with Superior Asphalt of Central Florida, Inc. whose address is P.O. Box 1257, Mt. Dora, Florida, 32756, for installation of a water main extension on Haywood Worm Farm Road, pursuant an existing agreement for contractor services.
THAT this resolution shall become effective immediately.
