Subject: Resolution approving a Joint Participation Agreement with the Florida Department of Transportation for construction of an extension to the FBO aircraft parking ramp at Leesburg International Airport
Staff Recommendation:
Staff recommends acceptance of the Joint Participation Agreement with FDOT for construction of an extension of the FBO aircraft parking ramp area.
Analysis:
The existing FBO aircraft parking ramp area is insufficient to accommodate transit aircraft parking at Leesburg International Airport during peak periods. It is especially inadequate when two or more large jet aircraft need to park on the ramp at the same time. Growth of corporate traffic has increased significantly during the last six to seven years. Therefore, additional ramp space is needed.
The attached Joint Participation Agreement (JPA) issued by the Florida Department of Transportation will provide for 80% of the funding up to $770,000.00 to build approximately 53,000 square feet of concrete ramp area. This amount includes the administration fee of $100,000.00 for oversight of the bidding and construction process by the airport engineer (Hanson Professional Services, Inc.) as well as construction costs.
Structurally, the new ramp will support the weight of a Gulfstream V, which is 90,500 lbs. (maximum take off weight). Concrete has a life expectancy between 30 and 40 years whereas asphalt has a life expectancy of only 20 years. Additionally, asphalt requires a surface treatment every ten (10) years costing $7.00 - $8.00/square feet, using today's prices. The cost to build the ramp extension is expected to be $667,965.00. Once the Notice to Proceed is issued, staff expects the company to take approximately 3½ months to build the ramp.
Options:
1. Approve the JPA with FDOT for construction of the extension of the FBO aircraft parking ramp project.
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
Funding for this project was budgeted in FY 06/07 and has been rolled into the current year through a budget amendment totalling $770,000.00. The project budget is as follows:

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A JOINT PARTICIPATION AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR CONSTRUCTION OF AN EXTENSION TO THE FBO AIRCRAFT PARKING RAMP AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute a Joint Participation Agreement with the State of Florida Department of Transportation whose address is Special Projects Section, MS 4-549, 719 South Woodland Boulevard, Deland, Florida 32720 for construction of an extension to the FBO aircraft parking apron at Leesburg International Airport.
THAT this resolution shall become effective immediately.
PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the __28th___ day of _January________ 2008.
