Subject:                      Resolution Approving  An Interlocal Agreement with Lake County Relating to Fixed Transportation Route Passes

Staff Recommendation:

Staff recommends approval of the agreement to allow the library to serve as a point-of-sale, within the City of Leesburg, for citizens to purchase the passes required to ride on the Lake Xpress buses.

Analysis:

Lake County Department of Community Services, Public Transportation Division has requested libraries within Lake County serve as sites where citizens are able to purchase a Fixed Route Transportation Pass from the municipality.  At this time, the bus stops in front of the Library to pick up and drop off passengers on its route down Main Street and through the City of Leesburg.  The Library is a convenient place for citizens to purchase their pass and take advantage of the public transportation service.

The agreement states the County will provide a cash box containing a variety of the passes at different levels and $30.00 for making change.  All transactions will be cash only; no credit card or check purchases.

The Library will be required to keep a record of purchases on a form provided by the County and will have to make monthly reports of those purchases at the time the money is deposited with the County.   Deposits will be made when the County representative arrives at the library to pick it up; library staff will not need to travel or deposit the funds into a special account.  The County will replenish the passes on request or at the time of deposit pick-up.

Options:

1.  Approve resolution authorizing  sale of bus passes at the Library

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

There will be no need for additional funding, but there will be staff time involved in the transaction and the reporting.  No costs for supplies or equipment will be incurred.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN INTERLOCAL AGREEMENT WITH LAKE COUNTY RELATING TO THE SALE OF FIXED TRANSPORTATION ROUTE PASSES; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement  with Lake County, Florida whose address is P. O. Box 7800, Tavares, Florida 32778 for the purpose of offering citizens the ability to purchase a Fixed Route Transportation Pass from the municipality.

 THAT this resolution shall become effective immediately.
