Subject: Resolution authorizing an Agreement for Data Transport Services with the School Board of Lake County.
Staff Recommendation:
Staff recommends approval of a resolution authorizing an agreement for Data Transport Services with The School Board of Lake County.
Analysis:
The School Board of Lake County has an existing agreement with the City of Leesburg, for Data Transport Service’s, that expires on June 30, 2008. The School Board approved this new agreement at their meeting on February 4, 2008. The new agreement will run from July 1, 2008 through June 30, 2009. The new agreement has the same terms and conditions as the agreement that was approved by the City Commission on February 13, 2006, by Resolution No. 7573. One additional school site has been added to the agreement for the new term. Data Transport Service will be provided to 44 sites throughout Lake County. The new agreement was approved by the School Board with a rate increase of 3%. The rate increase was presented to the School Board as being contingent on the City of Leesburg’s City Commission approving this increase for all Communications Utility customers using our 100Mbps Ethernet service. If the rate change is not approved, the current rates of $400.00 per month per Ethernet site will be continued to June 30, 2009. This language is included in the agreement with the School Board. This agreement was reviewed by the City Attorney when it was originally signed in February 2006.
Options:
1. Adopt a resolution authorizing the Mayor and
City Clerk to execute a Data Transport Agreement with the School
Board of Lake County to provide fiber optic services to forty four sites, and provide
an effective date.
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
This
agreement is for a 12 month term. The City will realize revenue for the period
7/1/2008 – 6/30/2009 of $207,624.00 [$400.00 per month, per site X 43
sites; and $102.00 per month X 1 site]. This will result in an increase in
revenue compared to the current contract [compared on a 10 month basis] of
approximately $4,800.00, based on adding one additional Ethernet site. If the
City Commission approves an adjustment to the Communications Utility’s rates
during this year of 3%, there will be an additional revenue increase of $814516.00
per month
or $6,192 per year. The ongoing maintenance costs associated with
this network are provided for in the Utility’s operating budget, using existing
personnel.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH THE SCHOOL BOARD OF LAKE COUNTY TO PROVIDE DATA TRANSPORT SERVICES FOR FORTY-FOUR SCHOOL BOARD LOCATIONS, AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with THE SCHOOL BOARD OF LAKE COUNTY, whose address is 201 WEST BURLEIGH BOULEVARD, TAVARES, FLORIDA 32778 for DATA TRANSPORT SERVICES.
THAT this resolution shall become effective immediately.
PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 25 day of February 2008.
