SUBJECT:                  Resolution to adopt the First Amended Interlocal Agreement for School Facilities Planning and Siting

 

 

Staff Recommendation: 

Staff recommends adopting the First Amended Interlocal Agreement for School Facilities Planning and Siting.

           

Analysis:

An interlocal agreement among Lake County, Lake County School Board, and the municipalities was initially executed in 2003.  The agreement has now been updated to reflect changes in the state concurrency legislation relating to public schools, which became effective July 1, 2005, as well as recent recommendations from the Department of Community Affairs. Changes are shown as underlines and are found on pages 5, 8,10,11,12 and 13 of the attached PDF document.  

 

Options:        

1.         Approve the First Amended Interlocal Agreement; or,

2.         Other such action as the Commission may deem appropriate.

 

Fiscal Impact:

There is no fiscal impact to the City.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE THE FIRST AMENDED INTERLOCAL AGREEMENT AMONG THE BOARD OF COUNTY COMMISSIONERS OF LAKE COUNTY, FLORIDA, THE CITIES OF ASTATULA, CLERMONT, EUSTIS, FRUITLAND PARK, GROVELAND, HOWEY-IN-THE-HILLS, LADY LAKE, LEESBURG, MASCOTTE, MINNEOLA, MONTVERDE, MT. DORA, TAVARES AND UMATILLA, FLORIDA, AND THE SCHOOL BOARD OF LAKE COUNTY RELATING TO THE STATE MANDATED SCHOOL INTERLOCAL AGREEMENT; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

THAT the Mayor and City Clerk are hereby authorized to sign the First Amended Interlocal Agreement between the City of Leesburg, Florida and the Board of County Commissioners of Lake County, Florida, the Cities of Astatula, Clermont, Eustis, Fruitland Park, Groveland, Howey-in-the-Hills, Lady Lake, Leesburg, Mascotte, Minneola, Montverde, Mt. Dora, Tavares and Umatilla, Florida, and the School Board of Lake County, Florida, relating to the State mandated School Interlocal Agreement. A copy of the Amended Agreement is attached.

 

THAT this resolution shall become effective immediately.

 

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida at a regular meeting held on the 24th day of March, 2008.
