Subject:                      Resolution authorizing Work Order No. 12 with Hanson Professional Services, Inc. for technical services related to the Airfield Lighting Rehabilitation Project at Leesburg International Airport

 

 

Staff Recommendation:

Staff recommends approval of Work Order No. 12 with Hanson Professional Services, Inc.

 

Analysis:

The City of Leesburg has a fully executed grant (JPA) from FDOT for $400,000.00 (80% paid for by FDOT and 20% paid for by the City) to upgrade airfield lighting and signage at Leesburg International Airport.  The lighting was last upgraded approximately 24 years ago.  The wiring was not installed using conduit and watertight cans were not used to house individual transformers.  As a result, the airfield lighting is subject to damage from lightening strikes and attacks from bugs (roaches, ants, etc.) that eat the insulation off the wires.  Upgrading the airfield lighting and signage will reduce annual maintenance costs.

 

There are two approaches to this project. One is to let the airport consulting firm, Hanson Professional Services, Inc. engineer and oversee the project.  The other is to utilize the Design/Build process.  Using Design/Build will yield a larger percent of the $400,000.00 being spent on actual upgrades and less money being paid to the consulting firm.  The attached Work Order No. 12 represents the Design/Build concept.  For a contract price of $33,475.00, Hanson Professional Services will assist the City in the Design/Build concept by providing the following:

 

  1. Review existing airfield electrical services and electrical vault information for Runways 03/21, Runway 13/31, and all Taxiways.  This review will be made considering the airport is being developed to, at some point in the future, offer commercial service from Leesburg International Airport.
  2. Complete preliminary layout of edge lighting for Runway 03/21, Taxiway K, Taxiway B, and Taxiway.
  3. Prepare preliminary Operational Safety Plan.
  4. Prepare outline of specifications to comply with FAA Airport Circular 150/5370-10.
  5. Attend the Pre-Proposal Meeting with the City and any design/build firms to answer any technical questions.

Options:

1.  Approve Work Order No. 12 with Hanson Professional Services, Inc.; or

2.  Such alternative action as the Commission may deem appropriate

 

 

Fiscal Impact: 

Funding for this project was rolled into the current year airport budget from FY 06/07.   The contract price is $33,475.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE WORK ORDER NO. 12 WITH HANSON PROFESSIONAL SERVICES, INC. FOR TECHNICAL SERVICES RELATED TO THE DESIGN/BUILD OF THE AIRFIELD LIGHTING REHABILITATION PROJECT AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute Work Order No. 12 with Hanson Professional Services, Inc. whose address is 9015 Town Center Parkway, Suite 105, Lakewood Ranch, Florida 34202, for technical services related to the Airfield Lighting Rehabilitation project at Leesburg International Airport;

 

             THAT this resolution shall become effective immediately.

 

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 27th day of May, 2008.
