and Force Main
Staff Recommendation:
Staff recommends approval of Task Authorization 31 to Boyle Engineering Corporation for design of master lift station and force main for Plantation at Leesburg.
Analysis:
The wastewater treatment facility serving the Plantation at Leesburg is an aging “package plant” type of facility. Such facilities tend to be disproportionately expensive to operate; this facility is no different in that respect. The wastewater treatment facility plan is at a point at which substantial renovation and rehab will be necessary if this facility were to remain in service.
The City has ample capacity in the Turnpike Wastewater Treatment Facility to take on this additional flow with little additional cost. Given the on-going expense of operating the Plantation facility and the capital costs associated with rebuilding it, there is little reason to do anything other than decommission this facility and construct a master lift station and force main to convey the wastewater to the Turnpike Facility for treatment, which has been the intent since the City acquired the utility. Funding for this purpose was provided in the 2007 bond issue. Staff has been unable to accelerate the construction of the master lift station because the City is obligated (under a prior agreement by the utility’s previous owners) to provide effluent to the golf course until March, 2009. This commitment requires the wastewater treatment facility to remain in place until then.
Under a previous authorization, Boyle Engineering Corporation completed a preliminary design report that evaluated lift station location, sizing and force main requirements, and provided a preliminary estimate of construction costs. Task Authorization 31 provides for design, permitting, bidding, and construction phase services for the Master Lift Station and Force Main. It also provides for an evaluation of the most economical routing for the force main (potential for use of an existing power transmission easement vs. rights of way), and design of the force main to accommodate future subdivision connections in accordance with the Wastewater Master Plan. Upon completion of this project, the Plantation wastewater treatment facility can be decommissioned, on or after March, 2009.
As noted, this project will also provide force main service to at least two future subdivisions along the route. Staff’s intent is to collect upsizing costs for future connections to this force main as reimbursement for this construction. Over time, a portion of the force main costs will be offset as future subdivisions connect. Boyle will provide the appropriate calculations with regard to force main capacity and construction costs upon which to base the upsizing costs.
Options:
1. Approve Task Authorization 31 in the amount of $248,306.00 as presented, or;
2. Such alternative action as the Commission may deem appropriate.
Fiscal Impact:
This project is funded by the 2007 bond issue. When the Plantation wastewater facility is decommissioned, the City’s costs will decrease by $18,000 to $20,000 per month. Electric costs to operate the lift station are estimated to be less than $2,000/month; there will be some minor incremental increases in electric and chemical costs at the Turnpike Wastewater Treatment Facility. The total net savings are estimated to be in the range of $13,000 to $15,000 per month.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE TASK AUTHORIZATION 31 TO BOYLE ENGINEERING CORPORATION FOR DESIGN OF THE PLANTATION MASTER LIFT STATION AND FORCE MAIN; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with Boyle Engineering Corporation whose address is 1600 W. Main Street, Leesburg, Florida 34748, for Design of the Plantation at Leesburg Master Lift Station and Force Main
THAT this resolution shall become effective immediately.
