Subject:                      Resolution authorizing an agreement with SMW GeoSciences, Inc. to provide individual and cumulative groundwater modeling in support of

renewal of Consumptive Use Permit (CUP) # 94

Staff Recommendation:

Staff recommends approval of the agreement with SMW GeoSciences, Inc. to provide groundwater modeling in support of renewal of CUP No. 94.

Analysis:

At this phase of the CUP renewal process, the City is required to review the potential for impacts to existing legal users, established Minimum Flows and Levels, wetlands, water bodies, spring flows, and water quality of the Floridan aquifer.  The methods for doing so involve the use of approved groundwater models and review of the parameters upon which the models are based.  This is highly specialized technical work.  This agreement provides the required technical services.

Options:

1.  Approve the agreement as presented, or;

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

The contract amount is not to exceed $35,000.  The current adopted budget provides funding for this activity.

A RESOLUTION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH SMW GEOSCIENCES, INC. TO PROVIDE INDIVIDUAL AND GROUNDWATER MODELING IN SUPPORT FOR THE RENEWAL OF CONSUMPTIVE USE PERMIT #94; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with SMW GeoSciences, Inc. whose address is 1411 Edgewater Drive, Suite 103, Orlando, FL 32804, for Individual and Cumulative Groundwater Modeling in support of the renewal of Consumptive Use Permit # 94.

 THAT this resolution shall become effective immediately.
