Subject:                      Resolution authorizing Wetlands Monitoring Services Associated with Consumptive Use Permit (CUP) #2718 (Plantation at Leesburg)

Staff Recommendation:

Staff recommends approval of a contract with SMW GeoSciences, Inc. to provide wetlands monitoring services associated with CUP No. 2718.

Analysis:

The Consumptive Use Permit (CUP) for Plantation at Leesburg contains permit conditions which require periodic wetlands monitoring and reporting.  Such requirements are typical of long duration (20 year) permits.

SMW GeoSciences, Inc. provided CUP permitting assistance to the previous owners of the Plantation water utility, and is therefore familiar with the permit and all of its conditions.  For that reason, and because the firm is also performing our CUP permitting services for CUP # 94, it is appropriate that the firm should provide these services as well.

Options:

1.  Approve the agreement as presented, or;

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

The amount of the contract is not to exceed $28,000.  The current adopted budget provides funding for these services.

A RESOLUTION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH SMW GEOSCIENCES, INC. TO PROVIDE WETLANDS MONITORING SERVICES AS REQUIRED BY CONSUMPTIVE USE PERMIT # 2718 (PLANTATION AT LEESBURG); AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with SMW GeoSciences, Inc. whose address is 1411 Edgewater Drive, Suite 103, Edgewater, FL 32804, for wetlands monitoring services associated with Consumptive Use Permit # 2718.

 THAT this resolution shall become effective immediately.
