Subject:                      Resolution authorizing an agreement for grant funding with St. Johns River Water Management District (Contract #24851) for Lake Harris Water Quality Improvement Project for Lake Lucerne Stormwater Best Management Practices

Staff Recommendation:

Staff recommends approval of an agreement for grant funding with SJRWMD for Lake Harris Water Quality Improvement Project for Lake Lucerne Stormwater Best Management Practices.

Analysis:

This contract will secure St. Johns River Water Management District (SJRWMD) grant funding not to exceed $75,985.00 in matching funds for the construction of the Lake Lucerne Stormwater Project.  The Lake Lucerne Best Management Practices Project will reduce nutrient loads to Lake Lucerne and ultimately to Lake Harris.  This effort will contribute positively to the long-term State water quality improvement goals.

Options:

1.  Approve the agreement with SJRWMD, or,

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

The City of Leesburg is responsible for engineering and design costs for the project.  Engineering, surveying and permitting is estimated to be $70,000.  These monies will be used as matching funds for this grant.  Construction will be funded by this grant and is included in FY 2008-2009 CIP.

A RESOLUTION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE CONTRACT #24851 WITH ST. JOHNS RIVER WATER MANAGEMENT DISTRICT FOR LAKE HARRIS WATER QUALITY IMPROVEMENT PROJECT FOR LAKE LUCERNE STORMWATER BEST MANAGEMENT PRACTICES; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with St. Johns River Water Management District whose address is 4049 Reid Street, P. O. Box 1429, Palatka, FL 32178-1429, for Lake Harris Water Quality Improvement Project grant funding.

 THAT this resolution shall become effective immediately.
