Subject: Resolution authorizing executing two Task Authorizations with PBS&J for engineering services related to street infrastructure valuation and assessment
Staff Recommendation:
Staff recommends approval of two Task Authorizations with PBS&J for $43,913.00.
Analysis:
The Public Works Department has requested PBS&J to provide two proposals related to studies of the City streets.
TASK AUTHORIZATION 1
The first proposal or Task Authorization is to have PBS&J update the City’s pavement asset valuation. This work will involve a re-assessment of all paved streets utilizing the 2003 assessment method. PBS&J will also provide a Pavement Assessment User Manual. The manual will provide direction and procedures that will allow City staff to perform this update in the future.
The current Pavement Assessment system was created by PBS&J. Having this firm update the system they have already created is the most cost effective method to provide the City with a current valuation of the street infrastructure. This work will be performed under the existing continuing services contract.
The deliverables under this Task Authorization are:
1. Updated pavement assessment data file;
2. Pavement restoration treatments recommendation with calculated unit costs;
3. User manual for Pavement Assessment.
The detail of the work to be performed can be found in the attached Task Authorization.
TASK AUTHORIZATION 2
The second proposal is to have PBS&J provide a forecasted pavement condition report for 10-years based on the pavement depreciation trends and a 10-year capital pavement restoration work plan and budget. This project will provide the data needed to develop a long-term Capital Improvement Plan for the City streets.
This Task Authorization will use the current assessed values from Task Authorization 1 to provide the forecasted improvement plan and budget.
The deliverables under this Task Authorization are:
1. Current Assessment Data Report
2. Forecasted Assessment data report over 10-years;
2. Pavement restoration work plan and budget;
3. Pavement restoration guidance document.
The detail of the work to be performed can be found in the attached Task Authorization.
Options:
1. Authorize execution of each Task Authorization to PBS&J; or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
The contract price is $43,913. Funds for these engineering tasks were budgeted and are available in the account listed.
