AGENDA MEMORANDUM
MEETING DATE: May 27, 2008
FROM: Bill Wiley, AICP, Interim Community Development Director
SUBJECT: Ordinance for Small Scale Comprehensive Plan Amendment for Leesburg Land Company
Staff Recommendation:
The Planning staff and Planning Commission recommend approval of the proposed small-scale comprehensive plan amendment to the City’s adopted Growth Management Plan.
Analysis:
The project site is approximately one acre. The property is generally at the intersection of High Street and West Main Street. The project site is ten or less acres and is, therefore, considered a small-scale comprehensive land use plan amendment. The City will notify the Florida Department of Community Affairs of the plan amendment and the Department will review the project site area to confirm that it is ten acres or less. At that time, the Department will determine it is a local issue and not subject to Department review.
Currently, the property is undeveloped. The surrounding City Future Land Use Map designations to the north and south are General Commercial and Low Density. The surrounding City Future Land Use Map designation is General Commercial to the west and Low Density to the east. The existing Land Use designation for the subject property is Low Density. The proposed future land use designation of General Commercial is consistent with the City’s adopted Growth Management Plan and would allow development of the property as commercial, retail and professional uses.
The Planning Commission held a public hearing on the application on April 24, 2008 and by a vote of 7 to 0, recommended approval.
Options:
1. Approve the requested small scale comprehensive plan amendment to General Commercial; or
2. Other such action as the Commission may deem appropriate.
Fiscal Impact:
There is no fiscal impact to the City.
