Subject:                      Resolution authorizing an agreement with Jones Edmunds for Whispering Pines Ditch Enclosure Design and Permitting

Staff Recommendation:

Staff recommends approval of the agreement with Jones Edmunds for Whispering Pines Ditch Enclosure Design and Permitting.

Analysis:

Jones Edmunds will provide design, stormwater permitting and construction documents for the piping of approximately 650 feet of the Whispering Pines Canal.  The approximate project area is from downstream of Cherry Street to roughly halfway between Webster Street and Lee Street. 

Earlier this year, Commission directed the Environmental Services department to identify those areas where open ditch lines could be enclosed to achieve system reliability and minimization of maintenance.  This agreement will provide engineering services for enclosing the Whispering Pines ditch line. 

Options:

1.  Approve the agreement with Jones Edmunds, or

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

Funding of $40,870.00 is available as described below in the current fiscal year budget.  Jones Edmunds will complete the project using approved hourly rates and reimbursable expenses not to exceed the budgeted amount.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH JONES EDMUNDS FOR WHISPERING PINES DITCH ENCLOSURE DESIGN AND PERMITTING; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with Jones Edmunds whose address is 730 N.E. Waldo Rd., Gainesville, FL 32641, for design and permitting services.

 THAT this resolution shall become effective immediately.
