Subject: Resolution authorizing an agreement with Universal Engineering Sciences to provide professional services for soil sampling and testing on the Fountain Lake Trail project
Staff Recommendation:
Staff recommends execution of the agreement with Universal Engineering Sciences to provide soil testing on the Fountain Lake Trail project for $32,768.50, with funds to come from the mitigation account.
Analysis:
During the acquisition of the 6.5 mile railroad corridor formerly owned by CSX, the City required CSX to provide a funding source through which the could mitigate the impact of soil contamination caused by rail activities in these corridors. CSX contributed over $300,000 to establish such a fund. The City has begun the planning phase of the Fountain Lake Trail construction. Prior to any construction, the soil along the project area must be tested. The results of the tests will determine what, if any remediation is necessary along the abandoned Seaboard Railway.
Universal Engineering Sciences has been selected to perform this work because they have a local office, the City has a continuing services contract with the firm, and they are familiar with the project having done work on the previous trail projects.
The cost for this work is being paid for with funds provided by the railway company for ground contaminant mitigation purposes.
Options:
1. Approve execution of the agreement with Universal Engineering Sciences; or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
Funds for this purpose are available and will be transferred from the mitigation account to the project account listed here.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZAING THE MAYOR AND CITY CLERK TO EXECUTE AND AGREEMENT WITH UNIVERSAL ENGINEERING SCIENCES FOR SOIL SAMPLING AND TESTING RELATED TO THE FOUNTAIN LAKE TRAIL PROJECT; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with UNIVERSAL ENGINEERING SCIENCES whose address is 3532 Maggie Blvd., Orlando, Florida 32811, for soil samples, testing, and reports.
THAT this resolution shall become effective immediately.
