Subject: Presentation of the 2008 APPA Reliable Public Power Provider (RP3) Platinum Award
Staff Recommendation:
Staff recommends acceptance of the 2008 APPA Reliable Public Power Provider (RP3) Platinum Award.
Analysis:
The City of Leesburg Electric Department received a “Platinum” Reliable Public Power Provider (RP3) Award for the Department’s achievements in reliability, safety, workforce development and system improvements, which is an improvement from the City’s “Gold” designation two years ago.
This year 84 utilities received an RP3 designation from APPA, including Keys Energy Services and the Orlando Utilities Commission in Florida.
I am pleased to report the City of Leesburg Electric Department’s score was 94 out of 100. A perfect score of 100 is required for “Diamond” designation and only three utilities achieved that level.
Each year the evaluation criteria becomes more comprehensive and requires incremental improvement within existing criteria as the bar continues to be raised and expanded breadth as new criteria are added.
The designation is valid for two years and staff plans to prepare the Department’s third application in 2009 for review and designation in 2010.

1. Accept the Award, or
2. Such alternative action as the Commission may deem appropriate
