Subject:                      Resolution authorizing an agreement with Advantica, Inc. for computer aided design software for the Electric Department

Staff Recommendation:

Staff recommends approval of the resolution authorizing an agreement with Advantica, Inc. for $44,960.00.

Analysis:

This software will be used by the Electric Department for electric power distribution system design and troubleshooting.  This software solution will extract, transform and load facilities data from ESRI ArcGIS to the SynerGEE Electric MiddleLink data format. As such, the scope of work described within this proposal will focus around the standard DataPrep/MiddleLink integration approach that Advantica has implemented successfully.

This software is being purchased as a sole source as it was previously implemented and used by the Electric Department.  When the Electric Department, and City, migrated from the AutoCAD based design system to the ESRI ArcGIS system, the Advantica software would no longer work.  The Advantica software at that time worked only with AutoCAD and could not be integrated with the ESRI based system.  Advantica has since resolved the integration issues and is now ready to re-implement the software with the existing ESRI based design software.

Options:

1.  Authorize execution of the agreement with Advantica, Inc.; or

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

Funds are budgeted and available in the account listed.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A MASTER SERVICES AGREEMENT WITH ADVANTICA, INC. FOR COMPUTER AIDED DESIGN SOFTWARE FOR THE ELECTRIC DEPARTMENT; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with ADVANTICA, INC. whose address is 600 Bent Creek Boulevard, Suite 100, Mechanicsburg, Pennsylvania 17050 for a computer software master services agreement.

 THAT this resolution shall become effective immediately.
