Subject:                      Resolution authorizing the Local Agency Program Agreement with FDOT providing 100% funding for design of the Leesburg – Wildwood Trail

Staff Recommendation:

Staff recommends approval of the agreement in order to acquire 100% funding ($264,000) for the design of the Leesburg – Wildwood Trail segments (Willowbrook Lane to Griffin Road), which are owned by the City.

Analysis:

The City has previously acquired railroad Right-of-Way for the purpose of trail construction.  Under this Agreement, and subject to Local Agency Qualification Certification (presented separately for approval) FDOT will provide 100% funding in the amount of $264,000 for design of the segments of the Leesburg-Wildwood Trail which are owned by the City.  The specific areas for design are shown on the attached location map.

The Consultant’s Design Scope and Fee will be presented at a future time for Commission approval, after the FDOT has executed this agreement and funding is committed.

Options:

1.  Approve the Agreement as presented; or,

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

This Agreement provides 100% funding for the design of the Leesburg-Wildwood Trail segments as illustrated.  The City will incur some minor costs of staff time in the administration of this Agreement and some costs of administration of the design effort, when it commences.  The City incurs no obligation to construct the trail segments, now or in the future.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A LOCAL AGENCY PROGRAM AGREEMENT WITH FDOT PROVIDING FUNDING FOR DESIGN OF THE LEESBURG - WILDWOOD TRAIL; and PROVIDING AN EFFECTIVE DATE

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute a Local Agency Program Agreement with the State of Florida Department of Transportation whose address is Florida Department of Transportation 719 South Woodland Boulevard, MS 4-549 DeLand, FL 32720, for funding for the design of the Leesburg-Wildwood Trail.

 THAT this resolution shall become effective immediately.

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 11th day of August 2008.
