Subject: Resolution authorizing execution of Work Order No. 13 with Hanson Professional Services, Inc. for the design of the rehabilitation of runway 3-21 and the associated taxiways at Leesburg International Airport
Staff Recommendation:
Staff recommends approval of Work Order No. 13 with Hanson Professional Services, Inc.
Analysis:
Work Order No. 13 from Hanson Professional Services, Inc. represents the scope of services to engineer and design the overlay for runway 3-21 and taxiways B, K and J. It also includes one taxiway connector between runway 03 and taxiway K to allow aircraft to exit the runway sooner when followed by inbound aircraft that are also using runway 03. Additionally, this work order will provide for the grading, compacting and placement of sod in the overrun safety area at the end of runway 03.
The runway and taxiways were last overlaid during the early eighties. According to a pavement study conducted by the Florida Department of Transportation (FDOT), the pavement is in poor to fair condition. FDOT recommended that an overlay be completed in 2008. The pavement has numerous stress fractures, washouts and cracks that allow grass to grow through them. An overlay at this time will preserve the pavement and prevent costly rehab in the future.
The cost of this work order is $224,425.00. A Joint Participation Agreement (JPA) from FDOT providing funding in the amount of $225,000.00 is being brought before the City Commission for approval in conjunction with this agreement. The JPA provides funding for 80% of the design costs.
Staff expects FDOT will provide funding for the construction portion of this project later in FY 2008/09. The actual work is not scheduled until FY 2009/10. The cost estimate for construction is $1,500,000.00.
Options:
1. Approve Work Order No. 13 with Hanson Professional Services, Inc.; or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
Funding for the design portion of this project was budgeted in fiscal year 06/07 and has been rolled forward. The total cost for the design is $224,425.00. The funding breakdown is as follows:

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE WORK ORDER NO. 13 WITH HANSON PROFESSIONAL SERVICES, INC. FOR THE DESIGN OF THE REHABILITATION OF RUNWAY 3-21 AND THE ASSOCIATED TAXIWAYS AT THE LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute Work Order No. 13 with Hanson Professional Services, Inc. whose address is 9015 Town Center Parkway, Suite 105, Lakewood Ranch, Florida 34202, for the design of the rehabilitation of runway 3-21 and the associated taxiways at the Leesburg International Airport.
THAT this resolution shall become effective immediately.
