Subject: Resolution authorizing continuing services agreements with Kimley-Horn and Associates, Inc. and GMB Engineers & Planners, Inc. for future traffic signal and intersection management professional engineering services
Staff Recommendation:
Staff recommends approval of the resolution authorizing execution of continuing services agreements with Kimley-Horn & Associates, Inc. and GMB Engineers & Planners, Inc.
Analysis:
The purpose of this solicitation is to establish a continuing services agreement with two qualified firms to provide professional engineering services regarding traffic signal and intersection design and management as provided by FS 287.055, the Consultant’s Competitive Negotiations Act (CCNA).
The scope of professional services includes all services related to traffic signal and intersection design. The City has very few signalized intersections under its control. For those signalized intersections that do fall under City control, Lake County maintains under an existing agreement with the City.
The City has been using traffic engineering services for design services related in upgrading FDOT intersections within the city limits from concrete strain pole to structural metal mast arms. For future projects, the City will negotiate the technical aspects of the scope of work, deliverables, schedule and fee on a project-by-project basis. Tasks will be estimated and billed at hourly rates in accordance with the professional’s fee schedule.
On February 11, 2008, the Purchasing Division issued Request for Qualifications (RFQ) number 80112 inviting interested and qualified firms to submit a Statement of Qualifications for consideration and evaluation by the City. On March 10, 2008, the City received qualification statements from six engineering firms. An evaluation committee consisting of staff from the Public Works department evaluated the SOQ’s. The result of those evaluations is detailed in the ranking list included here.

For each SOQ evaluated, raw scores assigned by each member were totaled and converted to a ranking. The rankings for each firm were totaled and then converted to an overall ordinal score. Using this method has proven to minimize the effects of large variances in any one evaluators’ scoring.
Options:
1. Execute an Agreement with the firms listed; or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
The fiscal impact is not determinable at this time. As future projects are identified and budgeted, commission approval will be sought when required.
