Subject:                      Second Public Hearing regarding the City of Leesburg Small Cities Community Development Block Grant (CDBG) Application

 

 

Staff Recommendation:

Staff recommends the City Commission authorize the City Manager to submit a CDBG application for the Small Cities Grant Program to the Florida Department of Community Affairs.

 

Analysis:

The City of Leesburg is eligible to receive up to $750,000 from CDBG funding in the 2008 funding cycle.  The purpose of the second public hearing is to identify the activities proposed for funding with the grant funds.  Staff has prepared the grant application for submission in the Small Cities CDBG neighborhood category. 

 

Staff participated in community meetings and held two Citizens Advisory Task Force (CATF) meetings to discuss possible projects and receive directions from the community regarding the priority project.  As a result of the meetings, it was a consensus that Kristen Court Subdivision / Montclair Village project will be the priority project for the community.  The project will include drainage improvements, sewer line replacement and water line improvements (fire hydrants addition) that will provide infrastructure improvements for the existing and anticipated residents that will reside in the remodeled Kristen Court Apartments complex.  The following are the proposed activities planned for the Kristen Court Subdivision / Montclair Village project:

Fiscal Impact

The matching fund requirement for the grant is $250,000.  The matching funds will be obtained from Lake County Government State Housing Initiative Partnership (SHIP) program funding for renovation of the units.  The funds are reflected in the 2008-09 budget.

RESOLUTION NO._______________

 

A resolution authorizing the submission of an application for the Small Cities Community Development Block Grant to the Florida Department of Community Affairs for Federal Fiscal Year 2008; AND PROVIDING AN EFFECTIVE DATE. 

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            WHEREAS, the City of Leesburg desires to submit an application to the Florida Department of Community Affairs for a Small Cities Community Development Block Grant to benefit persons of low and moderate income. 

 

            NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Leesburg as follows:

 

1.      That the City of Leesburg hereby authorizes the filing of an application for a Neighborhood Revitalization Community Development Block Grant, and

2.      That the Mayor of the City of Leesburg is hereby authorized to execute all documents required in connection with the filing of said application to be submitted on September 29, 2008. 

 

            this resolution shall become effective immediately.

 

THIS RESOLUTION PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held this 22nd  day of _September 2008.
