Subject: Resolution authorizing funding of the detailed engineering to relocate the Progress Energy Florida (PEF) 69kV Transmission Line from US 27 to the Former Railroad Right-of-Way
Staff Recommendation:
Staff recommends the City of Leesburg fund the detailed engineering by PEF for the relocation of the existing overhead 69kV Transmission Line located on the East side of Highway 27 in conjunction with the FDOT Highway 441/27 Perkins to Griffin Project.
Analysis:
During the past two years, City staff has discussed the Perkins to Griffin project. Staff envisioned the relocation of the existing PEF 69kV Transmission Line located on the East side of Highway 27 to a new location. The new line will be outside the proposed traffic corridor (using City-owned railroad ROW), will be completed in conjunction with the FDOT project and concurrent with relocation of the City’s existing overhead Distribution Facilities along Highway 441/27.
Because of the deteriorated condition of the existing PEF wood poles and the future need for PEF to harden the 69kV pole line with steel or concrete poles, the City will receive considerable benefits if the pole line is reconstructed. Such benefits include hardening the pole line now rather than over the next 10 years; an almost negligible payment for remaining life of the existing wood structures; and the future beautification/visual benefit the corridor will enjoy without overhead utility poles and lines (see attachment A).
As staff has discussed with the Commission during previous meetings and workshops the cost to perform the detailed engineering remains at $100,000 and the budgetary estimate for total project costs are $3,200,000.
Options:
1. Fund the detailed engineering by PEF for relocation of the existing overhead 69kV Transmission Line located on the East side of Highway 27; or
2. Such alternative action as the City Commission may deem appropriate
Fiscal Impact:
A budget adjustment to the Highway 27/441 CRA to appropriate fund balance will be necessary to fund this expenditure of $100,000.

A resolution of the city commission of the city of leesburg, florida authorizing funding of the detailed engineering by progress energy florida for the relocation of the existing overhead 69kv transmission line located on the east side of highway 27 in conjunction with the fdot highway 441/27 perkins to griffin project; and providing an effective date.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the City Commission hereby authorizes funding of the detailed engineering by Progress Energy Florida, in the amount of $100,000, for the relocation of the existing overhead 69kV Transmission Line located on the East side of Highway 27 mailed to Luis Huertas, Progress Energy Florida whose address is 3300 Exchange Place MC NP2C, Lake Mary, Florida 32746.
THAT this resolution shall become effective immediately.
