Subject: Resolution authorizing an Employment Funding Agreement to Establish a Bookstore Manager Position for the Friends of the Library
Staff Recommendation:
Staff recommends the City Commission enter into a formal agreement to support the establishment of a paid, part-time, Bookstore Manager for the store located in the library. The Friends of the Library have agreed to fund the position and pay all costs associated with its creation. The employee will work for the City under all of the established rules and regulations as an employee of the Library Department.
Analysis:
The Friends of the Library have created a bookstore located in the library and staffed by approximately 80 volunteers. The former Bookstore Manager was also a volunteer. After her resignation, the Friends of the Library Board attempted to find someone willing to take on the volunteer responsibilities. When that was unsuccessful, they requested the City to assist, if the Friends of the Library Board would find the funds to pay an employee.
Since the Friends of the Library bookstore has provided funding for a large number of enhancements to the library furnishings, programs, and grants though its sales income, it will be a benefit to the City to support the continuation of this activity.
Options:
1. Enter into the Employment Funding Agreement with the Friends of the Leesburg Public Library
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
The fiscal impact to the City will be the cost of managing the payroll for a part-time employee and supervision of that employee by the Library administration. The city will continue to benefit from the sales income of the store for funding this position and other enhancements for the library department. If the funding level fails, the City will discontinue the position.

A RESOLUTION OF THE CITY COMMISSION OF LEESBURG AUTHORIZING THE MAYOR AND THE CITY CLERK TO EXECUTE AN AGREEMENT WITH THE FRIENDS OF THE LEESBURG PUBLIC LIBRARY TO ALLOW FOR THE ESTABLISHMENT OF A BOOKSTORE MANAGER POSITION IN THE LIBRARY WITH FUNDS PROVIDED BY THE FRIENDS OF THE LIBRARY AS OUTLINED IN THE EMPLOYMENT FUNDING AGREEMENT; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with FRIENDS OF THE LEESBURG PUBLIC LIBRARY whose address is 100 E. Main Street, Leesburg, Florida 34748 , for the establishment and funding of a part-time Bookstore Manager for the Library.
THAT this resolution shall become effective immediately.
