Subject:                      Resolution authorizing and accepting a Workforce Central Florida grant for firefighter training

Staff Recommendation:

Staff recommends accepting a grant from Workforce Central Florida, not to exceed $10,260, to provide half of the cost of training for firefighters.

Analysis:

Firefighters trained to work in Airport Rescue Fire Fighting (ARFF) at the Leesburg International Airport must participate in an annual practical training that is certified by FAA to retain their certification as ARFF firefighters. All firefighters must have minimum number annual hours of practical training at a qualified training facility such as the Bragg Public Safety Complex at LCTI to maintain the fire department’s Insurance Services Office (ISO) fire protection rating. The Technical Rescue Team (TRT) responds to emergency events that are outside the norm of day to day emergency operations, aftermath of tornadoes, hurricanes, building collapse, etc. The TRT must have a minimum of six trained personnel to be able to deploy to these extraordinary emergencies. Funds from the grant will be used to help pay for each of these training requirements.

Options:

1.  Accept the Workforce Central Florida grant

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

Half of the cost for the training will be paid from the Fire Department budget; the other half will be paid by the grant.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG AUTHORIZING THE MAYOR AND CITY CLERK TO APPLY FOR AND ACCEPT A WORKFORCE CENTRAL FLORIDA GRANT NOT TO EXCEED $10,250 TO ASSIST TRAINING FIREFIGHTERS; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to apply for and execute an agreement with Workforce Central Florida whose address is 1097 Sand Pond Road, Suite 1009 Lake Mary, FL  32746, for the acceptance of a grant to provide funding for firefighter training.

 THAT this resolution shall become effective immediately.
