Staff recommends approval of the staffing agreement between the City of Leesburg, Lake County Government and the University of Central Florida Research Foundation for the Leesburg Business & Technology Center (LBTC)/Incubator.
The LBTC was established in June 2007 to provide eight office spaces to new and emerging businesses. During the first year of the LBTC Program four companies located their business in the Incubator and one recently graduated to larger office space in downtown Leesburg. However, one company decided to close its doors at the Incubator because of the slow economy. In effort to grow companies locally, Lake County Government agreed to partner with the University of Central Florida Research Foundation to provide early stage companies with the tools, training and infrastructure to create successful enterprises in Lake County.
The partnership agreement with Leesburg, Lake County Government and the University of Central Florida Business Incubation Program (UCFBIP) will provide clients with an array of business development services and resources to help accelerate growth. The UCFBIP has a network of partnerships with organizations throughout the region to provide resources and expertise to client companies such as business counseling, finance and accounting, education & networking events, intellectual property & technology, legal services, office operations, marketing, public relations, sales assistance, university resources and government contracting. The goal of the UCFBIP is to facilitate smarter, faster startup and growth of emerging companies so those companies will become financially successful.
UCF has established facilities in five locations to serve various sectors in Orange and Seminole County communities. This will be the first facility opening in Lake County that will be part of the UCFBIP. The UCF Incubator Manager will have an office in the Incubator, but all management expenses will be paid by Lake County Government on behalf of UCF Research Foundation.

2. Such alternative action as the Commission may deem appropriate
No fiscal impact; the cost of the Incubator Manager and services will be paid by Lake County Government.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG AUTHORIZING THE MAYOR AND THE CITY CLERK TO EXECUTE AN AGREEMENT AMONG THE CITY OF LEESBURG, LAKE COUNTY GOVERNMENT AND THE UNIVERSITY OF CENTRAL FLORIDA RESEARCH FOUNDATION FOR THE LEESBURG BUSINESS & TECHNOLOGY CENTER/INCUBATOR; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with Lake County Government whose address is 315 West Main Street, Suite 118, Tavares, Florida 32778 and the University of Central Florida Research Foundation, whose address is 12201 Research Parkway, Suite 501, Orlando, Florida 32826, for Incubator Management Services at the Leesburg Business & Technology Center.
THAT this resolution shall become effective immediately.
