Subject:                      Resolution authorizing an agreement with American Lighting and Signalization upgrading two intersections from strain poles to mast arms

Staff Recommendation:

Staff recommends approval of the agreement with American Lighting and Signalization, Inc. of Jacksonville, Florida for construction services to upgrade two intersections to mast arms for a total cost of $333,345.50.

Analysis:

The Highway 27/441 CRA Redevelopment Plan was adopted by the City Commission May 22, 2006.  One of the projects detailed in the plan is the upgrade of strain-pole traffic signals to mast arms at intersections along the 27/441 corridor.  This project will upgrade the intersections of Radio Road/Highway 441 and College Drive/Highway 441.  Design has been completed for both. Funding for the intersection upgrades are from the Highway 441/27 CRA, and were budgeted in the ’07-’08 fiscal year.

Past practice would have been to ‘piggyback’ on the Lake County Traffic Signal Maintenance & Construction contract.  This contract is currently with Traffic Control Devices (TCD).  Staff felt better pricing could be received by putting the project out to bid.

On November 30, 2008, the Purchasing Division issued Invitation to Bid (ITB) 90051 for the construction of mast arm upgrades.  The ITB was advertised in local papers, on-line at DemandStar, and several vendors were notified directly.  On January 8, 2009, eight responses were received.  The bid responses were evaluated by purchasing and the City Engineer, Boyle Engineering.  The bid received from American Lighting and Signalization, Inc. (ALS) was deemed to be the lowest responsive and responsible bid.

The low bid of $333,345.50 is $46,654.50 lower than the estimated construction cost of $380,000.00, and considerably lower than the $450,000 anticipated in the Hwy 441/27 Redevelopment Plan.  ALS has also included a local sub-contractor (within 20 mile radius), Mammoth Constructors of Umatilla for the mast arm foundations.  The estimated value of this work is $56,786.19.

Fiscal Impact: 

The budget is available in the Highway 441/27 CRA Fund.  These funds were rolled from fiscal year 2007-08.  The CRA will realize a cost savings of $46,654.50 when compared to construction estimates.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG AUTHORIZING THE MAYOR AND THE CITY CLERK TO EXECUTE AN AGREEMENT WITH AMERICAN LIGHTING & SIGNALIZATION, INC. FOR CONSTRUCTION SERVICES UPGRADING TWO INTERSECTIONS TO MAST ARM TRAFFIC SIGNALS; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with AMERICAN LIGHTING AND SIGNALIZATION, INC. whose address is 11639 Davis Creek Road East, Jacksonville, FL  32256 for mast arm upgrade construction services at College Road/Highway 441 and Radio Road/Highway 441 pursuant to Invitation to Bid 90061.

 THAT this resolution shall become effective immediately.
