Subject: Angel Flight Limited Term Hangar Lease Abatement
Staff Recommendation:
Consider Angel Flight’s request to abate their monthly rental payment of $317.18 for the next 24 months.
Analysis:
Angel Flight Southeast (a/k/a Mercy Flight Southeast) was created by a group of pilots who believe in the benefit of volunteering. It is a non-profit charitable organization of pilots, volunteers, and friends who arrange free air transportation for any legitimate, charitable, medically related need. The service is available to individuals, and health care organizations.
Angel Flight is a non-profit 501(c)(3) volunteer pilot organization. They provide free air transportation for medical treatments that are not available locally and for other compassionate purposes for the benefit of the community. This service is available for any medically stable and ambulatory patient demonstrating a financial need and/or anyone who cannot utilize or access commercial transportation. They help families by eliminating the concern of how to get to necessary medical care, so they are able to focus on a resolution for the medical condition.
Angel Flight Southeast has been serving Florida, Georgia, Tennessee, Alabama, Mississippi, North Carolina and South Carolina, from its headquarters at the Leesburg International Airport since 1993. In 2008 they coordinated more than 3,000 missions from their Leesburg headquarters.
Angel Flight primarily serves patients needing transportation to or from our region. The patients are usually traveling for surgery, chemotherapy, dialysis, and other treatments. They provide a variety of services to the community, but mostly arrange free air transportation by private aircraft to distant medical facilities when commercial service is not available, impractical or simply not affordable.
Angel Flight is a member of Air Charity Network™, an association of charitable aviation organizations comprised of more than 7,000 pilots who flew more than 22,000 missions for 35,000 passengers nationwide in 2006.
Angel Flight is financially supported primarily by pilots who fly the missions (by donating the use of their airplanes and operating expenses) and by contributions from individuals, service clubs, social and religious groups and corporations. They receive no financial aid from any government entity. There is never a fee of any kind, either to the patient or the health care provider for an Angel Flight. The costs are paid by the volunteer pilots.
Options:
1. Approve Angel Flight’s request to waive rent for 24 months. A resolution is attached if the Commission wishes to take this action; or
2. Such alternative action as the Commission may deem appropriate
Fiscal Impact:
If the Commission agrees to abate the rent payments for the two year period requested, the fiscal impact will be the reduction of rent income from the airport of $317.18/month ($3,806.16 annually), for a total of $7,612.32 for the 24 month period requested.

RESOLUTION NO._______________
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, GRANTING AN ABATEMENT OF THE LEASE PAYMENTS FOR ANGEL FLIGHT SOUTHEAST (AFSE); AND PROVIDING AND EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the City Commission supports the mission of Angel Flight Southeast (AFSE) and believes that it is deserving of consideration in their request for a twenty-four (24) month abatement of their lease payments; and
THAT AFSE is a tax exempt not-for-profit (501(c)(3)) Corporation chartered in Florida, with their principal headquarters located at 8864 Airport Blvd., Leesburg, FL 34788.
NOW THEREFORE BE IT RESOLVED by the City Commission of the City of Leesburg, Florida that AFSE is granted an abatement of all lease payments beginning April 1, 2009 and ending March 31, 2011.
THAT this resolution shall become effective immediately.
