Subject:                      Resolution authorizing execution of an agreement with Price Construction Inc. for emergency feed valve construction services pursuant to Invitation to Bid 90141

Staff Recommendation:

Staff recommends approval of the resolution authorizing execution of an agreement with Price Construction Inc. for emergency feed valve construction services for the bid price of $117,778.00.

Analysis:

On February 23, 2009, the Purchasing Division issued an Invitation to Bid (ITB) 90141 for Emergency Feed Valve Construction Services at County Road 44, Leg A (East of Professional Drive and West of US HWY 441) near the Leesburg Airport.  The ITB was provided to six  prospective bidders, but resulted in only one  bid being received from Price Construction Inc.

The bid price submitted by Price Construction Inc. appears to be fair and reasonable, in that it is $25,222 less than the engineer’s opinion of probable cost.

In the past, the City has approved several awards to Price Construction, Inc. which has performed each project in a successful manner.

Options:

1.  Approve execution of the agreement with Price Construction Inc., or

2.  Such alternative action as the Commission may deem appropriate.

Fiscal Impact: 

Funding is budgeted and available out of the 2007 bond proceeds.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH PRICE CONSTRUCTION, INC. TO PROVIDE EMERGENCY FEED VALVE CONSTRUCTION SERVICES PURSUANT TO INVITATION TO BID 90141; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with Price Construction, Inc. whose address is Post Office Box 590062, Orlando, Florida 32859 for providing all labor and materials for emergency feed valve construction services as detailed in Invitation to Bid 90141.

 THAT this resolution shall become effective immediately.
