Subject:                      Resolution authorizing funding for the detailed engineering to design an overhead Distribution Line under-build on the relocated Progress Energy Florida (PEF) 69kV Transmission Line proposed for the Former Railroad Right-of-Way

Staff Recommendation:

Staff recommends the City of Leesburg fund the detailed engineering to design an overhead Distribution Line under-build on the relocated PEF 69kV Transmission Line in conjunction with the FDOT Highway 441/27 Perkins to Griffin Project.

Analysis:

During the past two years, City staff has discussed the proposed FDOT Perkins to Griffin project. The detail design of the relocated Transmission Line is nearing completion and this is an appropriate time to design the proposed 12.47kV distribution line to be constructed on the transmission line.  The proposed distribution line will replace the existing distribution line under-build on the existing PEF wood pole transmission line located on the East side of US 27.   PEF has provided the attached Scope of Work and Bid Price to perform the detailed engineering design for $66,000.

Options:

1. Fund the detailed engineering by PEF for the Distribution Line to be constructed on the    relocated overhead 69kV Transmission Line; or

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

The $66,000.00 will be paid for by the Electric department, but reimbursed by the Hwy 441/27 CRA.

A resolution of the city commission of the city of leesburg, florida, authorizing funding FOR the detailed engineering by progress energy florida TO DESIGN AN overhead DISTRIBUTION line UNDER-BUILD ON THE RElocated PROGRESS ENERGY FLORIDA 69KV TRANSMISSION LINE PROPOSED FOR THE FORMER RAILROAD RIGHT-OF-WAY in conjunction with the fdot highway 441/27 perkins to griffin project; and providing an effective date.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

            THAT the City Commission hereby authorizes funding in the amount of $66,000 for the detailed engineering by Progress Energy Florida of a 12.47KV Distribution Line to be installed on the proposed relocated 69kV Transmission Line in conjunction with the FDOT Highway 441/27 Perkins to Griffin Project, in accordance with the letter proposal dated April 3, 2009 from Andy Ezell, Project Leader, T&D Services, Progress Energy Florida whose address is 3300 Exchange Place, Lake Mary, Florida 32746.

 THAT this resolution shall become effective immediately.
