Subject:                      A Resolution authorizing the Fire Department to apply for a Fire Act Grant

 

 

Staff Recommendation: 

Staff recommends approval of the resolution authorizing the Fire Department to apply for a federal grant of $350,000 for a wildland-urban interface pumper.

 

Analysis:

The Fire Department is in need of better equipment to combat brush and forest fires in the more rural parts of the City of Leesburg, specifically the Secret Promise and Renaissance areas.  Since these two proposed developments were annexed into the city and development has stalled, these areas are hard to access with a normal pumper truck. If this grant is awarded we will be able to procure a wildland-urban interface pumper with all-wheel or four-wheel drive, high ground clearance and the water capacity to attack fires in the undeveloped portions of the City (see attachment for pictures).  We currently do not have a unit of this type available to us either in the Leesburg Fire Department or from one of our neighboring Fire Departments. This unit will also be capable of handling normal structural fires and will be road-worthy for calls on the Turnpike and other high speed highways.

 

This unit will be placed at Station 4 in Okahumpka and the existing Engine 4 would be reassigned to Station 2. The existing Engine 2 would replace one of our aging reserve units.

 

 

Options:

1.  Approve the grant application

2.  Such alternative action as the Commission may deem appropriate

 

 

Fiscal Impact

If awarded, this grant will provide the Fire Department with needed equipment with 90% funding. The 10% City match of $35,000 would come from the sale of the reserve 1998 International/Pierce pumper estimated to be approximately $45,000.  This grant will enable the City to replace an aging piece of equipment far below the projected capital expense as the City will only have to pay 10% of the value. 

 

As a result of this purchase, the lease payments (to fund eventual replacement) will increase approximately $20,000 dollars a year which will be reflected in the Fire department budget.

A resolution of the City of Leesburg, FLORIDA, authorizing the Leesburg Fire Department to apply for a Fire Act grant in the amount of $350,000 for the purchase of a wildland-urban interface pumper and related equipment, to provide for the increasing wildfire problem in Leesburg and Central Florida, and to accept the grant if awarded; and providing an effective date.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Leesburg Fire Department is hereby authorized to apply for a Fire Act Grant  with the Department of Homeland Security, whose address is https://portal.fema.gov/firegrant/, for the purchase of a wildland-urban interface pumper and related wildland firefighting equipment.

 

             THAT this resolution shall become effective immediately.
