Subject: Resolution authorizing execution of an agreement with Ingram Signalization, Inc. for traffic signal upgrade
Staff Recommendation:
Staff recommends approval of the resolution authorizing execution of an agreement with Ingram Signalization, Inc. of Pensacola, Florida for construction of the traffic signal upgrade.
Analysis:
On May 22, 2006 the City Commission adopted the Highway 27/441 CRA Redevelopment Plan. The plan details upgrading intersections along the 27/441 corridor from concrete strain pole traffic signals to steel painted mast arms. The intersection at Yellow Jacket Way (formerly Meadows Ave) and Highway 27 is one of many intersections identified in the plan. This project will upgrade this intersection.
This location is a 3-way signal controlled intersection at the Highway 27 entrance to Leesburg High School. On May 22, 2006 the City Commission approved a Joint Participation Agreement (JPA) with the Florida Department of Transportation (FDOT) to upgrade this intersection from a strain pole traffic signal to a mast arm. The City will receive $63,000.00 from FDOT through the JPA.
The City’s past practice would have been to ‘piggyback’ on the Lake County Traffic Signal Maintenance & Construction contract. This contract is currently with Traffic Control Devices (TCD). Staff felt better pricing could be received by putting the project out to bid.
On April 7, 2009, the Purchasing Division issued Invitation to Bid (ITB) 90221 for the construction of mast arm upgrades. A bid requirement stipulates only contractors currently pre-qualified by the FDOT to perform Traffic Signal work on state highways may respond to the ITB. This requirement limits who may respond to the ITB. The Purchasing Division provided notification of the ITB to 32 pre-qualified FDOT contractors within Florida. On May 5, 2009, twelve responses were received. Purchasing and Public Works evaluated the bid responses. The bid received from Ingram Signalization, Inc. was deemed to be the lowest responsive and responsible bid. A listing of the respondents and their bid amounts is included in this staff report.

Fiscal Impact:
Funds are available for this project. The total cost of construction will be $146,133.00. FDOT will contribute $63,000.00 leaving $83,133.00 funded by the City. A budget adjustment will be necessary to recognize the additional grant funds ($63,000). Funding of $200,000.00 was budgeted in the 2007-2008 budget cycle and was rolled forward to the current budget year. Savings of $116,867.00 will be available in the Highway 441/27 CRA for use on other eligible projects.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH INGRAM SIGNALIZATION, INC. FOR CONSTRUCTION SERVICES RELATED TO TRAFFIC SIGNAL INFRASTRUCTURE UPGRADES AT YELLOW JACKET WAY/HWY 27; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the Mayor and City Clerk are hereby authorized to execute an agreement with INGRAM SIGNALIZATION, INC. whose address is PO Box 414, Pensacola, Florida 32503 for construction services to upgrade traffic control infrastructure from strain poles to metal mast arms pursuant to Invitation to Bid 90221.
THAT this resolution shall become effective immediately.
