Subject:                      Resolution authorizing execution of an agreement with Rainey Construction, Inc. for the Reclaimed Water Main and Force Main construction at the Turnpike and Plantation Water Facilities

 

 

Staff Recommendation:

Staff recommends approval of an agreement with Rainey Construction, Inc. for $1,068,591.66.

 

Analysis:

The purpose of this project is to complete the reuse/reclaimed water system for the City of Leesburg.  This will be the next step in the City meeting the requirements of the St. Johns Water Management district for reuse water. 

 

This project consists of contractor performance on two parts, Part A and Part B.   Parts A and B of the project are eligible for 20% grant funding from the St. Johns Water Protection and Sustainability Program contingent upon substantial completion being accomplished by September 30, 2009.  Due to the potential for losing the 20% grant funding, liquidated damages provisions of 20% percent were incorporated into the ITB’s special conditions. 

 

Part A – Turnpike Reclaimed Water Main and Force Main includes construction of a reclaimed water main consisting of approximately 7,500 feet of piping.  The force main construction includes approximately 3,300 feet of piping.  Both main lines will be constructed generally within the right-of-way of County Road 33 and other easements. 

 

Part B – Plantation Reclaimed Water Main and Force Main includes construction of approximately 11,000 feet of reclaimed water main piping and 11,000 feet of force main piping.  The work will be done generally within the right-of-way of County Road 33 and including work within a 240 KVA Progress Energy easement.  The project will include a horizontal directional bore under Palatkaha Creek.

 

On April 20, 2009, the Purchasing Division issued Invitation to Bid 90231.  The solicitation was advertised in local newspapers, on-line, and additionally directly notified 30 firms.  On May 21, 2009, the City received sealed bids from 12 interested contractors.

 


 

At the public bid opening Rainey Construction, Inc. was determined to be the apparent low bidder.  The Purchasing Division working with the Project Engineer, AECOM USA, evaluated the bid submitted by Rainey Construction.  Their bid and project references provided have proved them the lowest responsible and responsive bidder.

Fiscal Impact

The lowest bid, and all other bids, were well below the engineers opinion of estimated costs of $3,400,000.00.  This project is being funded from bond proceeds.  The lower than estimated construction cost on this project will provide funds for other projects within the water and wastewater utilities.  Funding is budgeted and available in the account listed below.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH RAINEY CONSTRUCTION, INC. TO PERFORM RECLAIMED WATER MAIN AND FORCE MAIN CONSTRUCTION SERVICES AT THE TURNPIKE AND PLANTATION WATER FACILITIES; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute an agreement with RAINEY CONSTRUCTION, INC. whose address is 4477 East CR 462, Wildwood, Florida for Reclaimed Water Main and Force Main construction services under Invitation for Bid 90231.

 

             THAT this resolution shall become effective immediately.
