Subject:                      Resolution authorizing execution of a Grant Agreement with the Federal Aviation Administration to fund an Air Navigation Approach Survey for Runway 13/31 at Leesburg International Airport

 

 

Staff Recommendation:

Staff recommends execution of the Grant Agreement to fund an Air Navigation Approach survey for Runway 13/31.

 

Analysis:

Phase I of the Runway 13/31 Extension Project is complete.  Phases II and III of this project are scheduled to start July 17, 2009.   An Air Navigation Approach Survey for the runway ends is required by the Federal Aviation Administration as outlined in Advisory Circulars 150/5300-16, 17, and 18.  This is mandated because the runway has been lengthened by 300’ on the west end and 1,000’ on the east end.  The study must be completed before both runways can be opened to air traffic that routinely uses the airport for instrument landings.

 

The data collected will be used to develop instrument approach and departure procedures, certify the airport for certain types of operation, determine maximum takeoff weights, update aeronautical publications, provide geodetic control for engineering projects, and land use studies.  Results of this study will also provide new touchdown elevations for both runways based on the new runway length.

 

The attached agreement provides funding for this survey.  The funding breakdown will be as follows:

 

FAA (95%)                  $101,307.00

FDOT (2.5%)                         $    2,665.97  

City (2.5%)                  $    2,665.97

Total                            $106,638.94

 

The monies from this grant will not be used until the 2009/10 Fiscal Year.  Acceptance of the grant at this time is critical because the funds must be allocated as soon as possible after July 1, 2009, which is the new fiscal year for the Federal Aviation Administration.      

 


 

Options:

1.  Execute the Grant Agreement and accept the funding from the FAA; or

2.  Such alternative action as the Commission may deem appropriate

 

 

Fiscal Impact:

The total amount of the Grant Agreement is $106,638.94.    The amount of the City’s 2.5% match is $2,665.97.  This project is included in the proposed FY 2009/10 Airport Capital Projects Budget titled Obstruction Survey.  The project will not be started until after October 1, 2009.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A GRANT AGREEMENT WITH THE FEDERAL AVIATION ADMINISTRATION FOR FUNDING TO CONDUCT AN AIR NAVIGATION APPROACH SURVEY FOR RUNWAY 13-31 AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute a Grant Agreement with the Federal Aviation Administration whose address is Orlando Airports District Office, 5950 Hazeltine National Drive, Suite 400, Orlando, Florida 32822-5003 for funding to conduct an Air Navigation Approach Survey for Runway 13-31 at Leesburg International Airport.

 

             THAT this resolution shall become effective immediately.
