Subject:                      Resolution authorizing Work Order No. 17 with Hanson Professional Services to conduct an Air Navigation Approach Survey for Runway 13/31

 

 

Staff Recommendation:

Staff recommends approval of Work Order No. 17 with Hanson Professional Services, Inc. to conduct an Air Navigation approach survey for runway 13/31.

 

Analysis:

Phase I of the Runway 13/31 Extension Project has been completed.  Work is scheduled to begin on Phases II and III on July 17, 2009.  FAA regulations require that an Air Navigation Approach Survey for runway ends 13 and 31 be completed because the runway length has been increased.   This study must be finished prior to the completion of construction, so that both runways can be open to air traffic.

 

The data collected in this survey will be used to develop instrument approach and departure procedures, certify the airport for certain types of operation, determine maximum takeoff weights, update aeronautical publications, provide geodetic control for engineering projects, and land use studies.  In addition, the survey will provide touchdown elevations (touchdown zones) for both runways based on the new runway lengths. 

 

The FAA Grant Agreement for the funding for this project is also on this City Commission Agenda.

The funding breakdown for Work Order No. 17 is as follows:   

 

Federal (95%)              $  97,094.74

State (2.5%)                $    2,555.13

City (2.5%)                  $    2,555.13

Total                            $102,205.00

 

Work on this project will not be scheduled until after October 1, 2009. 

 

Options:

1.  Approve Work Order No. 17 with Hanson Professional Services, Inc.; or

2.  Such alternative action as the Commission may deem appropriate

 

 


 

Fiscal Impact

The total cost of Work Order 17 is $102,205.00.  Grant funding from FAA and FDOT is available for this project.  The amount of the City’s 2.5% match is $2,555.13.  This project is included in the proposed Fiscal Year 2009/10 Airport Budget.  Work will not begin until after October 1, 2009.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE WORK ORDER NO. 17 WITH HANSON PROFESSIONAL SERVICES, INC. TO COMPLETE AN AIR NAVIGATION APPROACH SURVEY FOR RUNWAY 13-31 AT LEESBURG INTERNATIONAL AIRPORT; AND PROVIDING AN EFFECTIVE DATE.

 

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:

 

            THAT the Mayor and City Clerk are hereby authorized to execute Work Order No. 17 with Hanson Professional Services, Inc. whose address is 9015 Town Center Parkway, Suite 105, Lakewood Ranch, Florida 34202 to complete an Air Navigation Approach Survey for Runway 13-31 at Leesburg International Airport.

 

             THAT this resolution shall become effective immediately.

 

PASSED AND ADOPTED by the City Commission of the City of Leesburg, Florida, at a regular meeting held the 13th day of July, 2009.
